Latest rumors state that Gears of War 3 is going to be released in April 2011, with a teaser trailer on April 8, 2010. With Halo Reach dropping this holiday, it doesn't seem practical to release two huge titles with only a few months separating them both. Though this announcement has not been confirmed by either Epic Games or Microsoft, Edge-Online(the first to release this information) has confidence in their sources. With April being a time where you would expect DLC for Halo Reach, why would Microsoft release a huge title like Gears of War 3? I would stay optimistic because you know what they say, don't believe everything you read on the Internet.
